The commitment under DWCP is with the Government at union level. Work in ethnic conflict areas post ceasefire would have been much smoother had the Government not obstructed access to ethnic areas. Longer term planning cannot be done unilaterally by the ILO, but the Government commitment to allow space for the parties to ceasefire is KEY, absence of it made it difficult to plan anything longer term.
action_plan:
During the project implementation in September 2018, the first Decent Work Country Programme (DWCP) was signed, which was developed in close consultation with the Government, Employers and Workers. The DWCP aims for long-term and cohesive approach to support a more even and equitable development within Myanmar, address vulnerabilities that people face resulting from disaster and conflicts and enhance ongoing efforts in advancing peace and national reconciliation. All intervention under the DWCP will be based on careful gender analysis of constraints and impacts. Also, its priorities include the promotion of decent employment and sustainable entrepreneurship opportunities for all, including vulnerable populations affected by conflicts and disaster.

The ILO Liaison Office in Myanmar have a context specific strategy around employment and local economic development that cuts across different projects but currently it is rather informal. It may be helpful for the ILO Liaison Office in Myanmar to support projects with different funding sources operating concurrently and sequentially with: • Good quality integrated formal analysis covering institutions, systems and processes, political economy, human resource capacity, economic conditions and an identification of opportunities for supporting agents of change that supports their project development. • An articulated longer term strategy of the ILO’s objectives for EAO areas within the framework of the JPR (conflict sensitive LRB infrastructure development, TVET training, value chain development etc) An articulated proactive strategy to coordinating with other development partners to work collectively to support national level leaders who possess “agency” to take up opportunities for change.
