The ILO Liaison Office has worked with UNICEF and IOM on a proposal aligns with the priorities of the Government's Covid-19 Economic Recovery Plan (CERP) focusing on Burmese areas. During the launch of the CERP, the Ministry for Investment and Foreign Economic Relations - through its Minister - welcomed ILO's support to the Government in implementing the CERP, including support with employment-intensive public works programmes and related skills development activities. The potential project priorities include the implementation of employment-intensive public works programmes/cash-for-work activities (with a focus on rural WASH facilities and other key rural infrastructure) for the most affected rural poor and vulnerable (including returning migrants), along with upskilling/re-skilling of these groups through TVET courses and other capacity building activities.

There are many ILO activities in SE Myanmar that is done outside of ethnic controlled areas, they are for example, the establishment of migrant resources centers in 6 different locations in SE, Child labour direct intervention programme in mixed controlled area. One upcoming prgramme will be in Burmese controlled area in response to COVID 19.

While EAO areas have been disadvantaged in terms of service delivery, if ILO focuses their operational activity solely on EAO areas then there may be a perception by the Government and Military that they are siding with the EAOs. This may reduce the willingness of the Government to collaborate with the ILO in learning lessons and striving towards development outcomes. In the future, EIIP interventions should be balanced between EAO and Government areas. The ILO should also focus on inter-EAO collaboration as this is a current source of conflict in the country.
