- Work on Theory of Change as well as the M&E framework are being undertaken one after the other. The project is giving it the highest priority in order to report concretely the deliverables at the end of the project.

- Develop the project theory of change to unpack the project logical framework: Develop a robust and realistic result chain in all projects, considering the expected results in relation with the inputs provided and the context in which the project should be implemented, which means further developing the logical framework to include a robust Theory of Change.
This theory of change will explain how and why the project is going to reach the expected outcomes. It should be a participatory exercise that includes not only the project team, but also other stakeholders involved in its implementation. It could be updated periodically to adapt to the changing environment if deemed necessary.
