- The ILO has emphasized with other PAGE partners the need to make clearer, visible and tangible the programme’s contribution to gender equality. Therefore, the new PAGE 2030 strategy reflects very strongly gender dimensions at all levels, starting with the foreword by the UN Secretary-General, and in the strategy itself and in the results-framework for country-level delivery.

- Gender considerations should play a more prominent role in the design of both programs. It is clear that gender considerations and disaggregation of data are occurring at the activity level. However, more could be done from a HQ/programme design and framework perspective to engage with gender specialists. One potential suggestion could be a framework document should be mandatory for PAGE country documents, which then helps coordinators and partners to give feedback and take into account the three levels of gender: sensitivity, responsiveness and transformative.
