Government agencies responsible for regulating building safety in Bangladesh have been identified as DIFE, FSCD, RAJUK and CDA. Business associations to be made aware of new facilities for licensing via these agencies To ensure that building safety issues are not overridden in a more streamlined approach to licensing, gateways will be built in that should prevent granting or renewal of operational without first having registered all relevant safety licenses in the OSS Programme will invest in assistance to agencies in getting existing systems and software adapted for integration into BIDA OSS system. Training will be provided to relevant personnel in each agency to build capacity for operability of licensing system using OSS Strengthen RMGP II interventions to build labour administration capacity to set inspection priorities and implement holistic strategies to improve compliance

Ensure OSS is a balanced intervention – people, process, policy, and technology ILO to work with these four agencies to bring all related licensing together under the BIDA OSS platform. Roadmap to be developed as first step of integration plan. MoU to be developed between BIDA and each agency Gateways to be built in as part of IT systems integration works The Programme will actively engage with BIDA and relevant agencies in simplifying the licensing process to ensure safety checks are not compromised. IT capacity assessments of existing systems for adaptability to integrate with BIDA OSS. Link existing systems, adapted where necessary, to BIDA OSS. Training of relevant personnel in each agency. Existing resources of the agencies, where available, are being used. For example, DIFE is investing their money in LIMA to improve and connect with BIDA OSS. ILO’s roles will be to coordinate, provide technical advice and facilitate common understanding among the agencies.

Ensure OSS is a balanced intervention – people, process, policy, and technology • Plan interventions to engage business associations on need to reinforce safety checks within licensing process – drawing on lessons learned within RCC • Beware of differences in the objectives of BIDA and ILO – the former to make licensing simpler, faster and the other to ensure safety issues are addressed prior to licensing and ensure that there are safeguards in the “simplified” licensing processes to prevent factories with serious safety concerns from receiving/renewing their license. • Limit programme investments in equipment and software -use available government money for technical aspects and focus on people and process dimensions which align with ILO strengthens and value added.
