comments:
The choice of country programme model is beyond the full control of VZF. It is dependent on donors’ and stakeholders’ interest areas and the timeframe and available resources for a given country project. This was also acknowledged in the MTE. For example, VZF Mexico recently completed a comprehensive tripartite consultation process for the selection of the targeted GSCs. Extensive discussions took place with the donor and the tripartite constituents on how to ensure efficient use of available resources. While constituents were in favour of targeting more than one supply chain, it was explained that to ensure maximum impact with the available human and financial resources, and to ensure synergies with the current VZF project in the country, the one-supply-chain-one-country model would be the most appropriate under the circumstances.
action_plan:
VZF plans to undertake a comparative study of its country programme models to gain a better understanding of the advantages and shortcomings/challenges of each model. The VZF Secretariat recently started the process of developing a series of thematic case studies. The list of case studies to be included in this collection will be finalised by the end of May 2021, and it is envisaged that one of the case studies could focus on this aspect of VZF’s work.

The VZF Secretariat and VZF Steering Committee must examine factors that motivate the choice of country programme models, while recognizing the VZF’s added-value as a key global influence on OSH in GSCs. The choice of programme model is closely linked to donor input and expectations, level of funding, and interest in addressing a specific sector (for example, construction in a particular country or coffee in a region), as well as donor reservations about involving themselves in a broad range of responses alongside multiple stakeholders and ILO departments. Once the findings of the MTE ONE ILO model are available, the VZF Secretariat and VZF Steering Committee will be in a position to determine the most appropriate measures and resource allocations to select and strengthen programme models that best support the GSCs. These decisions should be based on an awareness of opportunities that may present themselves for the VZF to engage global-level stakeholders in all parts of the GSCs, including stakeholders who are end users of GSC products.
