- Implementing partners have not agreed yet on the relevance to implement this recommendation.
1) During the evaluation process, the implementing partners mentioned their concerns about lack of clarity in particular in this first part of the recommendation (business model and cost recovery mechanism of LMG) and they raise it officially with the Evaluation management committee. Examples of what the evaluator meant by these two terms would have helped to better assess how the project would respond. At the same time, through the research of similar references, it was not possible to find any reference to these two statements.
2) The definition of Labour Migration Governance LMG (politically and technically) is very clear and widely acknowledge. Definition of policies, strategies and practices to efficiently govern labour migration, start with the political willingness of members states and Regional Economic Commissions (RECs) to prioritize Labour migration within the wider development framework at those level; financing therefore Labour migration governance is a direct consequence of that decision and donors willingness to provide support. The business model referred to in this recommendation is not clear to the implementing agencies, nor is clear the cost recovery mechanism. However, the capacity building of RECs and AUC can properly assess the costs, and therefore funding gaps needed to efficiently support LM policies. It is a key element that will be taken on board in the next phase of the project .

- In the second phase of JMLP priority (under development) the implementing partners will seeks to assign resources and dedicate activities to build the capacity of AUC and RECs on proper budgeting of LMG.
Activities may include hiring a consultant to assess how much these processes cost and to create benchmarks against which to assess resource gaps to support RECs and Member States (MSs).
