They need to spend time to convey their messages, objectives of this project in a clear and coordinated way so that UN agencies, in this case, ILO would acknowledge the fact that it is a new instrument of EU external action, not a classical technical assistance but more of a diplomatic tool to have EU as a partner to improve a novel cause of women economic empowerment..
