With regards to partners selection, the ILO follows a documented comparison of proposals/concept notes submitted by potential implementing partners, as stipulated in IGDS 270. The selection takes into account: (i) technical expertise; (ii) institutional and financial capacity to carry out the programme/project activities and/or produce the outputs, and manage the funds entrusted to them; and (iii) the financial proposal. This process is duly applied in the current phase of ILO-PRM project. As for the selection of beneficiaries, and depending on the nature of the implemented activities, the implementing partner may conclude the selection on their own but based on ILO’s criteria for selection if they were to rely on their own database. Alternatively, as done in the Women Do Business training programme, the ILO is in charge of advertising to the public and collecting applications from interested beneficiaries. Data filtration is applied according to set criteria and final list is shared with the implementing partner to start coordinating for the trainings.

The project team with ROAS support is ensuring that an M&E framework is developed and put in place during the inception period of future projects/ new phases. Programme and M&E backstopping is also provided by the Regional Programming Unit within ROAS and relevant Decent Work Team specialists.

Improve project governance, including formulating robust M&E frameworks and plans, to enhance the effectiveness of future projects to achieve results Project management should enhance the governance of the project through a number of ways including formulating a robust M&E system, adhering to ILO guidelines with regards to contracting partners (i.e. launching a competitive process), putting in place specific criteria for the selection of beneficiaries or training topics, and other such issues. Moreover, coordination between different components of the same project is recommended to capitalize on high-potential synergies and add more value to project results.
