- As it has implications across all recommendations, we would like to recall that the limitations of this evaluation are stated in the report, given that the methodology suffered from limited data gathering and fact-checking opportunities.

- A new project document will include a plan to analyze return on investment based on business case models in line with the ILO's approach to the promotion of sustainable enterprises.
"Business case" assumes commercial benefit and both the project and NRES frameworks contain elements of public policy that address social good and medium-term pay-offs, not just short-term commercial achievements.

- Recommendation 1: The project should develop business cases for the models and strategies that were shown to be effective. These should be shared with Lao stakeholders along with guidelines for implementation. In any subsequent phase, the project should focus on developing and implementing working strategies in OSH, labour inspection, and disaster resilience infrastructure that were not adequately demonstrated.
