The COVID pandemic has transformed the way society works. In particular, the use of digital technologies, such as onlinemeetings, has increased significantly. On the other hand, this has made the ICT divide more apparent. While ICTs enable training to take place in geographically remote areas, the gap widens where ICTs are not well equipped. This is an issue that needs to be addressed by the Government with infrastructure development, and ILO will continue to provide support (i.e. online training courses, hybrid training courses, capacity building of TVET instructors in delivering online training). In 2020, ILO inroduced a tool called the Guide and assessment tool on the inclusiveness of TVET and skills development systems for all. This tool was disseminated to help skills decision-makers and practitioners access to what extent their TVET system is currently excluding certain individuals or groups, identifies underlying reasons and provide practical idea on what could be done to redress inequalities.

action_plan:

ICTs should be always tapped into whenever possible to be able to reach remote area as well. At the same time, we will continue to adovocate to the government the importance of infrastracture on ICTs. The majority of ILO/Japan Multi-bilateral Programmes embrace activities that promote inclusive skills development environments and help them be more successful in transitioning to decent work.

Governments are recommended to secure that maximum access is provided to both hard- and soft-ware when developing online training. This is to avoid vulnerable groups being further marginalized. The establishment of computer/internet hubs in villages could eventually be a way forward to overcome these challenges at the least partly if action is not taken the digital gab can increase even more in the future.
