- This recommendation is relevant as for the ILO, Development Cooperation is an important means for the ILO and its constituents to achieve decent work outcomes. As part of the ‘management’ Team, I am reassured this essence of this recommendation is already integrated in the ILO’s internal governance on Development Cooperation intended for reference for ILO staff in the field and at headquarters when formulating and designing projects.
COVID-19 pandemic has had significant implication, not only has the pandemic increased the urgency of having a common vision for delivering the SDG but required the swift repurposing of Development Cooperations, in consultation with constituents and funding partners. The situation in the WiS project was premised on needs and the called for the project to adapt swiftly and maintain flexibility given the circumstances which, in my opinion, were executed adequately.

- The ILO is recommended to secure a stronger evidence-based program design that builds on the collective knowledge and experience of the national constituents and national and international experts. This might avoid a situation, such as occurred in the WiS project, where constant changes (beyond those obliged by the COVID-19 regime) were needed.
