comments:
For the organizational norm of tripartism, Jordan Office / ROAS usually try to involve tripartite constituents in projects. In fact, other projects effectively collaborate with employers' and workers' organizations. A challenge is that the constituents are not always keen to collaborate, depending on the nature of project (e.g. component supporting refugees). According to the bi-law of MoL, worker's union for the agriculture sector can be formed, and ILO continues working with worker's organizations as well as employer's.
action_plan:
For the future project, when a new project manager is on board, ROAS will ensure s/he is briefed about constituents by the DWT employers' and workers' specialist and discuss potential area of collaboration.

1. Engage with ILO constituents in future projects, especially employer representatives It is strongly recommended to involve and engage with ILO's constituents across all ILO projects, and throughout the timeframe of projects' implementation. While there are currently no trade union for workers in the agriculture sector, there are multiple active employer representatives in this sector (i.e. Jordan Farmers Union, Jordan Valley Farmers Union, and the Jordan Exporters and Producers Association for Fruits and Vegetables). As the experience of this project shows, working with individual employers and not involving employers' representatives leads to challenges during implementations and limits the effectiveness of a project. ILO constituents should be engaged throughout the project period, from design to implementation.
