- In response to the dynamic needs and circumstances shaping the industrial and economic landscapes of Bangladesh, the ILO Country Office in Dhaka (CO-Dhaka) is recalibrating its development cooperation initiatives. One such initiative is the "Labour Administration and Working Conditions Programme (LAWC),” that is designed to address comprehensive labour market necessities and deficits in decent work, amalgamating previous projects within a unified framework.
To ensure coherence and user-friendliness, a Logical Framework Analysis (LFA) matrix has been developed as a key management tool for the projects and cluster initiatives within the LAWC Cluster. This comes as part of the collaboration between the ILO and Team Europe Initiative (TEI) in “Advancing Decent Work in Bangladesh,” which emphasizes clear and logical relationships, particularly focusing on the alignment between outputs and outcomes for each component.
The LFA matrix serves to support the meticulous planning, administration, and appraisal of the projects and cluster initiatives, enhancing the efficacy of the entire programme. The International Labour Organization (ILO) is currently inviting expressions of interest from both international and national consultants to conduct an evaluability assessment (EA), perform extensive reviews, and aid in fortifying the programme's Monitoring and Evaluation (M&E) system for the cluster. As per donor stipulations, an evaluability assessment along with M&E system review should be executed during the six-month inception phase of the projects.
This project was meticulously designed a robust theoretical framework and included a Theory of Change (ToC), Logical Framework Matrix Analysis, an outline of the M&E strategy/system, an activity plan, and a budget. These were formulated through exhaustive consultations with development partners and tripartite constituents from 2022 to 2023. Owing to the collaborative creation process in the design phase, stakeholders maintain a profound understanding of the project results (impact, outcome, and output). However, all the components within the M&E need critical review and refinement under this assignment, adhering strictly to ILO guidelines and tools.
The evaluability assessment will confirm the project’s objectives are explicit, quantifiable, and attainable, emphasizing the acquisition of credible and pertinent data for effective evaluation and involving pivotal stakeholders throughout the project’s life cycle. This assessment is critical in refining project design and monitoring processes, contributing substantively to the project's overall success by enabling a more holistic and meaningful evaluation of outcomes and impacts.
