- "The importance of specialized roles in Communication and Monitoring & Evaluation (M&E), the essentiality of an intuitive digital M&E system, and the critical need for expertise in non-discrimination—including the incorporation of gender equality and considerations for disability issues within our work streams and cluster initiatives—are recognized.
To address these key areas within the LAWC cluster, we are implementing the following action steps in alignment with the recommendations:
1. Hiring specialised roles: The LAWC cluster will onboard one Senior Programme Officer for Communication, one Senior Programme Officer for Monitoring and Evaluation, and one Project Officer for M&E, dedicated specifically to the cluster. These roles will ensure that the necessary expertise is in place to guide and optimize our communication strategies and M&E processes effectively.
2. Development of a user-friendly digital M&E system: Post the completion of the evaluability assessment (EA), we are committed to developing a user-friendly digital M&E system that will:
• Assess the quality of project’s design, M&E strategy, Logical Framework (LF), Theory of Change (ToC), plans, Project Management Plan (PMP), and systems.
• Provide counsel on the most effective methodologies for acquiring missing baseline data.
• Identify and implement enhancements to the ToC, LF, budget, M&E strategy, and tools, thereby refining the M&E system and ensuring the project is evaluable.
3. Implementation of a cross cutting gender strategy: A comprehensive cross-cutting strategy has been formulated for the cluster, focusing on promoting the active participation of workers' and employers' organizations, achieving gender equality, and encouraging inclusivity. This strategy is foundational to our commitment to fostering a more equitable and inclusive environment within the cluster, aligning with our broader ILO goals.

In the new proposal for a cluster initiative on labour administration, the ILO should ensure that the work stream/cluster initiative has the following:
a) Dedicated expertise on posts for Communication and M&E;
b) A user-friendly digital M&E system; and
c) Expertise and experience on non-discrimination (including gender equality mainstreaming and disability issues).
