Consider holding these meetings in binary combinations since some institutions might refrain from speaking openly about the issues due to various reasons, such as their political stand, being rival organizations competing each other—particularly labour unions, having different agenda, priorities, etc.
in addition to tripartite dialogue, it might be better if it was also carried out bilaterally as well.
