- The recommendation refers to the emergence of trafficking for forced criminality in the region, which is addressed by the national and transnational referral mechanisms being developed. However, noting the need to retain the relevance of activities to the objectives of the Ship to Shore Rights SEA programme (which focus on labour migration into the fishing and seafood processing sectors), more targeted action on this issue is not considered appropriate.

- 5. Draft sustainability plans for regional forums and processes. Both the COMMIT process and for the SEA Forum have sustainability concerns linked to the role of the UN agency, ownership of the process, and how the process could continue if not led by the UN agency. There are at different stages of implementation and there are different contexts involved with them, so require different approaches, but drafting plans which outline what sustainability will look like in the long run would form useful basis for discussions with key stakeholders.
