As part of the implementation agreements for all project countries, including Bangladesh and Cambodia, the financial service providers who have been contracted to disburse the funds have provided a financial report to project staff. Conducting independent and rapid checks directly with workers is not possible at this point in time as the project end date was June 2022 and no project activities are possible after the closing date of the project and unused funds have been returned to the donor. The project files at each country level remain however available for any audit or monitoring by the donor should funds to conduct such follow ups be made available.

For future projects including disbursements of cash transfers to beneficiaries in crisis and post-crisis contexts, the department will seek to ensure that the no-cost-extension requested from donors includes sufficient time and resources to conduct independent follow-ups/checks of the programme.

As Bangladesh and Cambodia were very late in disbursing the funds of the income support/social protection, the ILO should conduct independent and rapid follow-ups/checks to confirm that workers actually have receive the funds as has been stipulated. The recommendation is directed to the ILO project staff and country offices in these countries in particular - as well as the national/local organisations that have assumed the responsibility to follow-up that the funds reached the beneficiaries.
