The SAB includes memberships from DGTVE schools' management and local employers. The ToT to SAB seeks to establish a team of trainers with the necessary knowledge and skills package to run an adapted blended training programme that will be used to train 150 members in the upcoming planned new SABs (2023-2024). Other capacity building programme will be organized as per needs. Establishment of Sector Skills Councils is challenging for the moment as it depends largely on country stability and funding sustainability. While the bottom-up approach is being currently followed, the ILO could continue discussions with policy-makers and key stakeholders (top-bottom approach) for upscaling potentials. A full digitalization of services is pending availability of reliable IT and energy infrastructure. The latter is currently a major gap and would require external funding.

The ILO supported the development and launch of a tripartite agreement between the Ministry of Industry, the Ministry of Education-DGTVE, and the Association of Lebanese Industrialists that aims to strengthen the role of private sector in TVET governance, improve TVET finance, as well as ensure better linkages between education and market needs. As complementary support, the ILO will work with the parties to develop and pilot a business model for the Technical Food Industries School in Qab Elias (2023-2024) The ILO supported the development of an Educational Management Information System, a blueprint for a digital referral network for post training services, a prototype for a registry to craftsperson. The ILO also supported a preliminary assessment for digitizing workflows and processes related to accreditation, testing and certification. During 2023-2024, the ILO, in partnership with UNICEF and other development agencies like GIZ, IECD will support institutionalizing a digital tracer study with DGTVET for graduates from formal and non-formal training programme; upgrade the repository of occupational standards and competency-based VT curricula; update data base of private training providers against quality standards criteria and self-assessment digital tools; design a cost-efficient workflow for testing and certification process

Recommendation 3: Improved governance of the TVET system It is recommended that the ILO continue to strengthen the capacity of the DGTVET managers and staff, to ensure that TVET programs are well-managed, coordinated, and responsive to labour market needs. Additionally, technical and financial support is needed to incorporate digital technologies that can automate essential services within the DGTVET, thereby enhancing efficiency, while establishing a robust information management system. It is essential for the ILO to continue promoting collaboration and partnerships among the DGTVET, private sector employers, industry associations, unions, and the Ministry of Labour. This will help ensure that TVET programs align with the skill needs of the labour market, and graduates possess the necessary skills and knowledge required by employers. Furthermore, promoting the establishment of tripartite sector skills bodies, providing assistance to School Advisory Board members and fostering public-private partnerships are additional ways in which this collaboration can be achieved.
