- The Programme established technical working groups with participation of key national partners and constituents, however the programme could not set up steering committees due to external factors out of the control of the ILO and described to the evaluator.

- Revisit the decision to retain a veto power at FCDO headquarters in the light of the many good experiences that exist with steering committees that include in-country representatives of the donor, in this case High Commission or Embassy, as direct members (who are fully able to defend donor interests) in order to enable a higher degree of ownership by recipient structures as a basis for achieving sustainability. ILO to sound out remaining interest in late establishment of such structures.
