CO-Manila agrees on the hiring of an additional Programme and Administrative Assistant. However, the project budget will not be able to absorb an additional national officer. The filling up of the vacated posts of M&E Officer and Partnership Officer will be prioritized. As proposed, a review of staff roles and and responsibilities, especially with the new project team members on board, shall be pursued towards improving efficiency and better performance as a team.

(1) The post for an additional Programme and Administrative Assistant shall be done in December 2023. Once the hiring process for other Project staff (which include vacated posts such as M&E Officer and Partnership Development Officer) is finalised by January 2024, the proposed division of assignment between team members shall take into account tasks and assignment of sectoral focus shall based on familiarity, workload and complexity so each sector and stakeholder so sectoral initiatives at different levels can take place while cross cutting interventions are being implemented. If needed sectoral experts shall be engaged as consultants provide additional expertise in the implementation.

6. Expand project staffing and establish clear designation of tasks. a) The evaluation supports the proposal to recruit an Administration and Finance Assistant until the end of the current project timeframe to enable the project to manage its administrative backlog and expanding workload. The evaluation supports the proposal for an additional project officer, to enable the Project Manager to focus on project management and strategic planning, and the two officers to support the technical and operational implementation. A potential division of the TORs could assign one officer to the governance component and OSH matters project-wide, and the other officer responsible for supervision and monitoring of the industry engagement – engaging with both social partners. b) The Project Manager and team should establish clear staff task designation towards improved efficiency, while maintaining some necessary flexibility.
