- The ILO contues to provide support to Moldova to advance towards just transition through skills development. Supported by the goverments of Austria and Lihtenstein, the ILO is currently implementing a new TC project which aims at fostering green skills for a sustainable transition in Moldova. The specific activities focus on developing new occupational and qualification standards, curricula, and training programmes to prepare young and adult learners for emerging green job opportunities in the renewable energy sector. In particular, it aims at preparing young people and adult learners for three types of technologies, for which employers are currently looking for trained staff:
• Solar Photovoltaic Systems Installers
• Renewable Energy Installation Technician
• Shallow Geothermal Systems and Heat Pump Installers

- To raise the importance of the green economy and just transition at the strategic and programmatic level in Moldova, the ILO could:
Integrate these priorities into the programmatic framework of the DWCP; develop a comprehensive strategy for resource mobilization to continue and expand the objectives of the Green Economy through RBSA or DC projects; expand programmatic activities to scale successful pilot initiatives and build capacity for the green transition.

The Green Economy project has been a successful pilot venture in establishing convincing results and promising perspectives for the Green Transition and Just Transition. Since these topics are also a national and EU accession strategic priority, the evaluation recommends (a) for ILO Moldova to adjust to this high level of strategic importance by integrating the Green Transition and Just Transition as country and outcome priorities into the current DWCP for Moldova, in consultation with the social partners. At the programmatic level, it is recommended (b) that ILO should actively mobilise resources to continue and expand the Green Economy RBSA project objectives.
