The LEPs, through local-level testing, can provide evidence and insights for refining national policies and programs. It is important to note that LEPs effectively address local labour market challenges and support the development of sectors with potential specific to each district. However, LEPs could pilot specific national initiatives at the local level, such as focusing on the construction sector, which is characterized by a high level of informality. In such cases, LEPs could pilot initiatives like Recognition of Prior Learning (RPL) or sector-specific formalization efforts to address these challenges and promote sector development.
