- Request to open a country office must come from respective governments and no such requests have been received at this stage from the governments of Saudi Arabia, the UAE or other GCC countries where the ILO does not have a country office. Significant extrabudgetary support would be required in the case that governments were to make such a request, as the ILO's current zero-growth budget makes new offices out of reach.
