action_plan:
Because the MRCs are established in Kenya in the premises of the NEA, this government body should be encouraged to ensure that the premises benefit from public space accessibility legislation and policies on the built environment for Kenya. The MRCs have benefitted from the FAIRWAY symposium on learning from Asian counterparts some examples of how children and young people can continue being supported while a mother is working abroad. MRCs to continue engaging various stakeholders in this conversation which was in Kenya after Child Labour division raised a red flag over the apparent correlation between migrating mothers and child labour. County government and local leaders to be engaged as well to seek community level solutions. Migrant workers are beginning to get awareness of and training on platforms that can be accessed by smart phones in or out of country where they exist (such as NEAMIS in Kenya). In Kenya, this is part of their pre-departure training. In Nigeria, there is now a project partner/stakeholder discussion around how to develop a similar platform or upgrading the NELEX platform by offering a dedicated link to migrant protection and support features that will make it a value adding tool to migrant workers abroad. MRCs do not offer pre-departure training. This is offered by training institutions that are licensed by governments to do so. However, MRCs work very closely with the training institutions. ILO continues to support the origin countries that are currently working to develop national migrant return and re-integration policies.

title:
To the FAIRWAY Team in Africa. To ensure access to the MRC services to the various groups of population by offering face-to-face and online services, access to the persons with disabilities and gender-sensitive services for young men and women. Special needs of women with children should be considered by offering them flexible employment opportunities in the countries of origin. Prevention of sexual exploitation and abuse and raising awareness on the risks of HIV should be integrated through services and training of the consultants and contractors working with beneficiaries – migrant men and women. Further, the MRCs should consider developing and utilizing technology-based platforms like mobile apps, hotlines, and online resources to provide readily accessible information and support to migrant workers, regardless of their location. Another key area that needs attention is strengthening pre-departure and return migration support. The MRCs should offer pre-departure training on safe migration practices, labor rights, and destination country information to potential migrant workers as currently it is being done in a non-structured manner. Provide reintegration support for returning migrants, including skills development and job placement assistance should also be integrated into the operational manual of the MRCs.
