 All activities planned for 2024 on the elimination of violence and harassment (outcome 2) support the work towards ratification of ILO Violence and Harassment Convention (No. 190). Countries usually first put their legal and policy frameworks in line with the Convention before they move ahead with ratification. The Republic of Moldova and North Macedonia have ratified C190 recently and especially in North Macedonia, the activities implemented by the initiative have created an enabling environment that has been favourable for the ratification. A capacity building programme is currently being implemented in Armenia and the Republic of Moldova for labour inspectors on recognizing various types of violence and harassment and supporting companies to formulate policies towards prevention and mitigation and to establish grievance mechanisms to address cases of sexual harassment. This is a pilot initiative of two ILO subregions that have the intention to be scaled up to other countries in the region. In Malawi work was done early in 2024 to raise awareness on C190 among the Women Caucus Committee; this is the committee responsible for promoting the gender agenda in parliament and therefore key to the ratification of C190. It needs to be noted that resources under Sida for C190 are combined with other RB resources. Working on C190 is an office wide commitment that implies that besides financial resources there are extensive efforts dedicated by decent work country teams to advance on C190.  Related to care work (outcome 1), GEDI continues to extend and disseminate the body of knowledge on the care economy through the ILO Care Policy E-library, launched in May 2024. The library currently contains 23 country briefs and 3 regional briefs that compare the national and regional care policy landscapes to international labour standards. It also presents the results of the Care Policy Investment Simulator, which was expanded by adding 36 new countries which is often the first step to engage with and provide technical support to countries.  The new Resolution concerning decent work and the care economy (adopted 14 June 2024, at the International Labour Conference), will ground GEDI and the ILO’s work on the care economy further, including through strengthened research and improved dissemination and communication on decent work and the care economy.

 Continued collaboration with the Action Programme on Just Transitions is planned for 2024 and foreseen for 2025. In 2024 joint activities will be taking place related to the launch and roll out of the Gender, equality and inclusion for a just transition in climate action – A policy guide, as well as the development of an interactive webpage to promote its use. The joint elaboration of training material is foreseen to accompany the use of the guide as well as coordination in representation of COP29. In addition, it is also anticipated to engage in resource mobilization efforts to leverage the roll out of the guide.

Recommendation 3: GEDI should consider continuing to promote and disseminate the global reports and practical tools produced during the first phase of the programme. GEDI should consider increasing efforts to promote the ratification and implementation of relevant conventions, particularly the ILO Violence and Harassment Convention (No. 190) and Recommendation (No. 206) in more countries. Accordingly, GEDI should consider concentrating more programme resources on interventions aligned with this objective. This approach would allow for deeper engagement and potentially greater outcomes in targeted areas, rather than spreading resources too thinly across many initiatives. GEDI should consider to continue strengthening and disseminating the body of knowledge around the care economy and developing skills of constituents and increasing the number of countries supported by the ILO. Partnerships could be sought and resources mobilised to expand interventions, such as with the search for additional partners in Moldova. GEDI should consider continuing to work closely with JTES to design and implement joint activities that would pilot the adoption of the entry points and concrete measures identified in the practical guide for gender equality and inclusion for a just transition in climate action29.
