 SCI already sponsors a community of practice (indeed called the MSD network) and peer exchange to address common challenges experienced in field projects. For example, this has led to peer-to-peer discussions around how to handle procurement in field projects and also to explain new procurement policies. This has helped field colleagues exchange and learn from one another. However, the work here must be centred on pressing issues and cannot be overly intensive on time, as many field colleagues struggle to find time for intensive engagement.  SCI already has a roster of MSD consultants. Most field projects need consultants based in the country that operate in, for which they are better suited to identify. SCI has and will continue to support with the identification of MSD consultants to suit the project’s needs.
action_plan:
 SCI will continue to promote MSD to the DWT teams and country offices as it has recently done with through regional trainings with DWT-Abidjan/Dakar for francophone Africa in Bamako in May 2024 and will do in September 2024 on request of the director of DWT-Beirut in coordination with the DWT Cairo for the MENA (North Africa and Arab States) region.  SCI will happily advocate for a junior staff member to be based in the field, should a donor be interested in funding such a position. It is recognised that this would bring staff closer to the projects and reduce cost base, however, it can be difficult to find a donor to fund such a staff member.  SCI will continue to push the message of flexible design with donors and will incorporate recent research findings on this specific theme to support more effective design and inception phases into those discussions. An opportunity for this will be the Global DCED seminar in October 2024 which will have a range of donor representatives .  SCI has already defined joint entry points with GEDI (Moldova) and JT (Ghana and Lebanon) and has worked in other field collaborations with HDPN (Mali) and will continue to explore further collaboration opportunities in the future – as related to the actions in recommendation

Recommendation 6: MSD should continue building internal capacities on market systems as well as strengthening the capacities of local actors in countries of intervention. MSD should grow the MSD Network into a Community of Practice to foster mutual support and locally developed initiatives, and more timely communication from the field. SCI could also consider developing a guidance note to further mainstream and reinforce MSD visibility, outreach, networking and social media in PRODOCs. SCI should continue promoting to the DWT and Regional Offices a model whereby project opportunities identified in the field can be turned into proposals and PRODOCs by the SCI team. SCI should consider promoting MSD to donors with a view to mobilize resources to add junior MSD staffing capacity to selected regional DWT or Regional Offices. SCI could consider consolidating a roster of MSD consultants as identified by DWT and country offices with a view to systematize the exposure to ILO’s MSD approach, guides and activities, and accelerate the identification of adequate expertise. SCI should also continue promoting the specificities and added value of the MSD approach to donors to facilitate flexibility at the project design phase. MSD should ensure that the exit strategy after MSAs or action research initiatives allows for sustainable outcomes. MSD should consider identifying countries for joint interventions with other components, drawing on the lessons from the first phase.
