- The Advanced Training of Online Trade Union Trainers and Facilitators (ToTF) was successfully completed in two phases: the online phase from 5–16 May 2025 via eCampus, and the face-to-face phase from 19–23 May 2025 in Jakarta. The other two planned trainings will be implemented later this year.

- To ensure follow-up, sustainability and continuous impact, a structured post-training follow-up system is being established, particularly for activities co-organized with the ITCILO Programme for Workers (ITCILO ACTRAV). The UnionCoLab, an online Community of Practice will serve as a hub for follow-up engagement, hosting targeted activities for alumni and senior trade union leaders. In the ongoing project (2024-27), a new cohort of trainers will be trained to expand outreach and trade union capacity. These follow-up actions will be systematically embedded in the project’s log frame and performance indicators to ensure accountability, learning continuity, and measurable results.
1.Planned key activities with the ITCILO ACTRAV on Advanced Training of Online Trade Union Trainers and Facilitators
Implementation dates: 05-16 May 2025 | online component | eCampus and 19-22 May 2025 | in-person training component | Jakarta
The blended Advanced Training of Online Trainers and Facilitators (ToT) will be implemented to build a new generation of trade union educators equipped to lead, advocate, and deliver impactful learning experiences. Guided by a Training Needs Assessment (TNA), each annual training will focus on digital facilitation, immersive learning design, strategic organizing, and policy engagement. Participants will apply their learning through post-training projects within their unions, supported by ongoing mentoring and access to practical resource materials.
2.Building Digital Learning Platforms for Trade Unions
Implementation dates: Online: 21 July – 01 August 2025 | Online and In-person component: 04-08 August 2025 | Colombo, Sri Lanka
A follow-up training of online trade union trainers and facilitators will be implemented to ensure skills and confidence in designing online training programmes and use of digital learning managements systems (LMS). From the training, the project will develop responsive and inclusive digital learning platforms that offer self-paced training tailored to the needs of trade unions. These platforms will feature interactive modules on labour rights, negotiation strategies, and organizing techniques, alongside realistic simulations that reflect trade union contexts. To ensure accessibility and relevance, content will be localized for different languages and regions. Trainers will also receive digital toolkits, technical support, and access to a moderated peer-learning forum to reinforce knowledge application.
3.Expansion of UnionCoLab Asia Pacific
Implementation date: June – November 2025 (to 2027)
UnionCoLab Asia Pacific will be further developed as a regional digital hub for trade union learning, collaboration, and exchange. The platform will offer micro-learning modules on advocacy and digital transformation, structured learning paths to track user engagement, and dedicated networking spaces such as “Decent Work Coffee Breaks” to support collaborative problem-solving and peer dialogue. This expansion aims to foster continuous capacity development and strengthen regional solidarity through digital means.

- Developing Training Follow-Up system
One of the key findings from the evaluation research is that the South-South program was particularly effective (and efficient) in terms of upgrading the knowledge and skills of the trainees. Based on the data available to the evaluator, it can be concluded with high certainty that the objectives in this area have been achieved. Translating this into the theoretical model for evaluating training programs, the program succeeded in achieving the learning objectives (Level 1). In terms of concrete changes and implementations by the trainee of the learned skills and knowledge in their own organizations (Levels 3 and 4), only anecdotal examples are found and there is no evidence of systematic implementations of the learned knowledge and skills in the parent unions of the participants. Therefore, the evaluator is of the opinion that the impact of the training program could potentially be enhanced by providing follow-up with the participants, in addition to the online training modules and blended learning formulas. All training modules provided for the development and elaboration of ideas and implementation plans by the participants. To ensure that these plans are implemented by the trainees after completing the training, individual guidance and follow-up could be provided. This could involve facilitating the implementation, identifying barriers and difficulties, and developing strategies, along with the trainee, to overcome these. An additional advantage of such a follow-up approach is that union leaders can be involved in the follow-up exercise. This increases the likelihood that plans will actually be implemented, thus bringing about behavioral and organizational change (Level 3 & 4 impact of training programs). Therefore, it is advisable that follow-up activities be an integral part of project designs.
