Partially agree with this recommendation. Advocating for ratification of the ILO Domestic Workers Convention, 2011 (No. 189) has been a key priority of TRIANGLE for a major part of the second phase, and important progress has been made particularly in Thailand (where the Ministry of Labour has identified C189 as a priority for ratification and recently changed its domestic work regulation). These efforts will continue throughout the remainder of the current phase and be an important part of a (potential) new phase. Advocating for the Violence and Harassment Convention, 2019 (No. 190) is a key focus of the ILO-PROTECT project (2022-2026) covering Cambodia, Indonesia, Malaysia, Thailand. TRIANGLE could possibly cover C190 ratification efforts in non-PROTECT countries under a new phase.

Action needed: As concerns C189 ratification efforts, TRIANGLE will continue ongoing campaigns. C190 work will be considered as part of the development of a (potential) new phase.

Support campaigns focused on the ratification of C189 and C190. Some of the member states have expressed an interest in ratifying C189 and/or C190. Activities that could be supported include legal gap analysis to support governments to move towards ratification, public awareness campaigns, and capacity building of Employers, Trade Unions, and CSOs to increase knowledge of the details of the conventions among key stakeholders.
