TRIANGLE management notes this recommendation and agrees with it overall. When TRIANGLE prepares long-term contracts with implementing partners, networking with local partners is almost always considered as one of several objectives. Consequently, this is already an ongoing practice, particularly in Cambodia, Myanmar and Thailand. However, a balance between type of implementing partner, overall objectives, and budget requirements needs to be considered. Given that, allocating additional funding for these purposes may not always be feasible. However, the recommendation is overall important and relevant, and TRIANGLE will continue to look for opportunities to maximize the overall outreach of MRC and other TRIANGLE services and information dissemination though grassroot organizations.

Several implementing partners have networks of grassroots organisations that work with the populations the MRCs are trying to reach. Additional small amounts of funding to help pass on key training messages the partners receive from ILO would strengthen the collaboration the partners have with the grassroot organisations and the reach of the MRCs.
