CO-Manila appreciates the the idea of assessing behavioural change among beneficiaries and partners and proposes leveraging the Joint Programme (JP) on Inclusive, Competitive, and Responsible Digital Philippines (JP Digital PINAS) by starting with field visits to selected beneficiaries alongside trainers for SIYB and SCORE. These visits will help us observe behavioural changes and inform improvements to the training-coaching model under the JP. To ensure systematic tracking, the JP develop an monitoring system that integrates existing SIYB and SCORE data sheets and captures behavioural indicators over time. Additionally for WISE, regular follow-up is already embedded in the PAOT approach, where trainers are expected to visit the participated workplace and encourage continuous OSH improvement actions, in line with the PAOT principle, step-by-step approach. However, in discussions with DOLE, there is a need to ensure coordination with TAV and further advise that inspectors and assistant inspectors can take on a supportive training role by actively promoting and monitoring the implementation of OSH improvements in MSMEs.
action_plan:
Through the JP Digital PINAS, there will be conduct of visits to select MSMEs trained by trained trainers to determine level of adoption of learnings under SCORE and SIYB. Also, through JP Digital-PINAS refresher sessions for BBJS SIYB trained trainers, follow-up the collection of impact forms among trained enterprises. These impact forms will provide information on adoption of digital technologies including AI by covered MSMEs. For WISE, CO-Manila will seek to engage with DOLE to ensure alignment with TAV and will further recommend that both inspectors and assistant inspectors are appropriately informed and involved.

Conduct a follow-up survey on the behavioural change of the project beneficiaries and partners, particularly on SIYB, WISE and SCORE In order to gain more evidence to show holistic impact at both individual and ecosystem levels, a follow-up study would be useful and demonstrate a complete assessment on the essence of the project. Conducting this follow-up survey to collect these data would potentially fill any gap in the current evaluation. Through this, it can be established clearly the long-term benefits that have flowed from the training and engagement with the project. This will greatly support data on OSH and for Safety + Health Flagship Programme and on the use of AI in MSMEs. Some initial planning for this survey might be required in the short term to ensure that implementation partners are able to collect the data needed for responses down the track. Input from the donor should also be sought.
