CO-Manila takes note of this recommendation. This has been discussed with the Regional HRD during the BBJS implementation and the Office has already taken steps to improve the ongoing recruitment procedure. Moreover, the ILO introduced a DC recruitment and selection toolkit that defined the segregation of duties amongst the officials involved in the process. The toolkit places the Hiring Manager in the driver's seat with HR assisting in the process.

CO-Manila will ensure close attention to the administrative efficiency of the DC projects by the management, operations and Programme team, including using the DC recruitment and selection toolkit as a guide.

Ensure clear guidelines on cohesive ways of support system between administrative and finance operations within different the ILO project management teams Some of the delays incurred in this project have been attributed to being shorthanded at the PMU level. While it is a fact that PMU staff is dependent on the fund allocation allowed by the project, ILO can put in place a support system for operations aside from the technical backstops.
