EIIP Lebanon rejects this recommendation as it already has a set mechanism for frequently reviewing daily wages of unskilled workers on short term assignments. While contracts and wages for donor funded cash for work assistance are fully paid in USD based on a technical note developed by ILO together with UNDP and WFP, and in coordination with KFW. This wage monitoring survey is regularly updated due the volatility of the economic situation. ILO is working with the Livelihoods sector under the Lebanon Response Plan, in order to make sure that all future recommendation on wages for such programmes is better aligned and in agreement with other partners working under KfW fund. However, it is beyond the scope of the project to set the national minimum wage.

Recommendation 4: Ensure decent salaries. In Lebanon the ILO is recommended to ensure that the salaries paid in the projects are decent. According to an assessment made ultimo 2023 they are too low to meet the basic needs of the workers and their families. As a new minimum wage is being discussed in the donor community, it is recommended that the ILO involve its constituents in these discussions. This will strengthen the social dialogue too.
