- Seasonal and landless workers have been included as a priority group in the concept note of SOLAR-Phase 2. The ILO and Oxfam project team also considers, and in discussion with EUD, that given the preliminary status of social protection coverage and labour rights in the target areas, many smallholder farmers also do not enjoy access to social protection and labour rights and it is necessary to improve access for easy-to-reach groups as well, otherwise progress in covering landless and marginalised workers cannot be sustained.

Informal seasonal agricultural labourers are among the poorest groups in Lao PDR, working without a contract, with scarce protection of their rights, and little or none access to social security and protection from occupational safety and health hazards. Often, these workers bring their family as “help” to work with them. A new phase of the project should address part of its efforts to the plight of these disfavoured workers and their families.
