action_plan:
This recommendation will be implemented in the proposed new phase, if the project is approved. In SOLAR-Phase 1, all activities had exit plans involving capacity building of local trainers and officers from government, social partners, CSOs and projects. These activities created cadets of trainers on each topic. Further, advocacy was conducted to ensure continuation of work by CSOs and local officers funded by other projects. The mobile NSSF pilot was adopted by LSSO in its regular implementation plan and is currently being implemented in select areas with financial support from projects and CSOs. While SOLAR-Phase 1 implemented several actions towards sustainability, Phase 2 will design and implement an overall exit strategy.

Recommendation 5: Design, implement and monitor an exit strategy since the beginning of the new phase of the project. In case that a project extension is awarded by the donor, ILO and Oxfam should design clear exit strategies for each component of the project, including clear milestones and responsibilities. This could also involve engaging more local authorities whose mandates align with the element's goals. For example, Agriculture Officers could be involved in OSH and group formation, and the Lao Women's Union could be involved in gender-related development work
