- This recommendation will also be explored in the proposed SOLAR-Phase 2, by discussing potential subsidies from the project for its duration followed by a take-over of the subsidy funding by employers and/or LSSO. As highlighted by LSSO during the final evaluation validation workshop, given the low coverage (11%) of NSSF and weak data systems in Lao PDR, it is important to be careful while rolling out subsidies as they may end up benefitting the non-poor informal economy rather than the intended groups. Therefore, such a plan has to be studied and designed carefully in Phase 2.

- Recommendation 6: Provide partial or total subsidies on the cost of enrolment and contributions to social security for the poorest segments of Lao agricultural workers, and particularly, those under seasonal employment and insufficient income.
Given massive poverty among agricultural labour, social assistance or government-subsidized social security contributions may be required to provide protection for the most disfavoured groups of agricultural labourers.
