- For Resource mobilization: Develop a coherent resource mobilization strategy which aims at building and capitalizing on strategic partnerships. This will include mapping of development partners and their priorities for development cooperation and focused concept proposals for structured partnership dialogues to also bring on board new partners, including public development banks and the private sector.
First and foremost will be the development of the next phases of the strategic partnerships that are ending in 2025, namely with the DAEI France, IrishAid, government of Luxembourg, government of Belgium and government of Portugal.
For Communication and visibility: The communication and visibility activities of the GFP have been seamlessly incorporated into the communication strategy of the ILO and of the Universal Social Protection Department.
This will include building on regular knowledge-sharing events in the context of the USP2030 Working Groups, as well as events organized specifically for Workers’ and Employers’ organizations.
The Global Accelerator has established a dedicated GA Steering Group which held 7 meetings in 2024 allowing to involve partners (country governments, social partners, civil society, donors, Public Development Banks and UN agencies) on a regular basis on all aspects of the initiative. This is resource intensive and could be developed under the GFP if additional resources are allocated to the global coordination of the GFP.
Consideration will be given to reinstituting systematically the organization of the annual GFP Partners Meetings (instead of organizing it once every two years). This is also resource intense. We could envisage having it online once every two years, and hybrid once every two years.

- Recommendation 7. Strengthen strategic partnerships and enhance engagement strategies. Activities to achieve this start with developing a partnership strategy by creating a comprehensive partnership strategy that outlines goals, roles, and responsibilities for collaborations with government institutions, trade unions, employers, NGOs, academia, and UN agencies; and by prioritizing partnerships that align with the GFP’s objectives and can contribute to the Programme’s sustainability and impact. Second, enhance communication and engagement: establish regular fora and meetings with partners to discuss progress, share insights, and address challenges; implement a feedback mechanism to collect input from partners and stakeholders on partnership effectiveness and areas for improvement. Finally, partnerships can be consolidated by focussing on capacity building and knowledge sharing: organize capacity-building workshops and training sessions for partners to strengthen their ability to contribute to social protection initiatives; or facilitate knowledge-sharing sessions to disseminate best practices, lessons learned, and innovative solutions in social protection.
Expected outcomes are strengthened and more strategic partnerships that contribute to the GFP’s objectives, enhanced collaboration and communication among partners, leading to more effective implementation of social protection initiatives, and increased capacity and knowledge among partners, resulting in better advocacy, resource efficiency, and Programme sustainability.
