Following the termination of the Project effective 27 February 2025, in the context of the withdrawal of United States foreign development funding, these efforts to establish a more sustainable and predictable programming structure could not be continued.
action_plan:
The importance of ensuring multi-year budget allocations aligned with the project’s multi-year implementation structure was acknowledged. The previous arrangement was largely shaped by the donor’s programme implementation modality, under which PRM funding was allocated on an annual basis. This created a degree of uncertainty and limited predictability, as project planning depended on single-year budget approvals and was often affected by last-minute budget and programmatic revisions. In response, necessary arrangements were initiated to facilitate a smoother transition towards multi-year programming, either with the same donor or through alternative funding sources. As part of this effort, an eight-month cost extension was secured under a different project title. This extension period was intended to be used to identify and establish a more sustainable project management structure that would enable multi-year programming, while also preserving the project’s human resources and allowing project staff to contribute to the development of a new programme concept.

Provide flexibility of making longer term commitments to ILO project management team. The project was structured as a two-year intervention, with the budget allocated on an annual basis. The donor's requirement for annual budget utilization creates challenges for the project team in making long-term commitments, particularly given the time needed for preparation and contracting procedures. This constraint necessitates the repetition of similar efforts each year, leading to certain complications. One significant issue is that some qualified project members may perceive the annual contract revisions as a risk. Furthermore, although activities are planned on an annual basis, the administrative processes related to contract closure and extensions shorten the effective implementation period to just eight months. This compressed timeline places considerable pressure on both the ILO project team and the implementing partners. To address these challenges, efforts are made to align implementation activities with the budget allocation periods and to adjust for any mismatches as necessary. However, the most effective solution would be to align the two-year intervention with a corresponding two-year budget allocation.
