- The potential for cash-based incentives provided to participant workers in on-the-job training programmes to create confusion, conflict or disruption is acknowledged. However, these risks could not be addressed within the same project, as the project was terminated effective 27 February 2025 in the context of the United States’ withdrawal from foreign development funding.
Nevertheless, these findings were taken into consideration in the implementation of the Work-Based Learning Programme (WBL) under the “Promoting Decent Work for Syrians under Temporary Protection and Turkish Citizens” project. In particular, they reinforced the importance of maintaining clear communication on programme incentives and ensuring that the incentive structure does not create perceived or actual income inequalities between participant workers and other workers in the same company.
Accordingly, the WBL implementation approach continues to place emphasis on transparency, workplace harmony and the prevention of misunderstandings regarding programme support. This is intended to help avoid perceived preferential treatment, preserve equitable workplace relations and support the smooth implementation of work-based learning activities.

It is recommended to continue focusing on the skill development of employees by enhancing their professional capabilities, without providing direct financial incentives. The 'İşimi Öğreniyorum' (On-the-Job Training) program successfully fostered social cohesion between refugee and host community workers. Under this initiative, custom-designed training content and schedules were developed as part of Outcome 1. Participating companies benefited from a standardized and systematic training program based on this tailored content.
It is advised that the program continue without offering financial incentives to participating workers, as this adjustment will help prevent potential conflicts and disruptions in workplace dynamics. This approach ensures the smooth implementation of the training while preserving labour peace. The primary objective should remain on skills development and employment integration, allowing participants to gain from the program without creating disparities between newly recruited employees and existing staff. Additionally, while the pilot provinces were Adana, İzmir, and İstanbul, there is potential to expand the program to additional provinces in the future.
