- The ILO welcomes this recommendation and recognizes the important role of Employers’ and Workers’ Organizations (EWOs) in promoting inclusive labour markets and sustainable solutions for both refugees and host communities. As a tripartite organization, the ILO places social dialogue and the active engagement of employers’ and workers’ representatives at the centre of its interventions.
During the implementation of the project, efforts were made to strengthen the participation of EWOs in project design, implementation and knowledge-sharing activities, contributing to improved engagement compared to earlier interventions. The evaluation rightly notes, however, that challenges remain in ensuring broad-based participation across all organizational levels and in addressing reservations regarding refugee inclusion among some constituencies.
While the project has now been completed, the lessons learned from this intervention are being incorporated into ongoing and future programmes. In particular, current refugee-response initiatives, including the KfW-supported programme, place strong emphasis on the systematic involvement of employers’ and workers’ organizations at both national and provincial levels. Social partners are engaged through project governance structures, technical consultations, capacity-building activities, awareness-raising initiatives and social dialogue processes aimed at fostering inclusive labour market outcomes.
The Office will continue to build on its tripartite mandate to strengthen the meaningful participation of EWOs in refugee-response programming and to promote evidence-based dialogue on the benefits of formal employment, decent work and social cohesion for refugees and host communities alike.

- Strengthen relationships with Employers’ and Workers’ Organizations within the tripartite structure. The engagement of workers' and employers' organizations during the design and implementation phases of projects has steadily improved compared to previous interventions. In earlier projects, the ILO faced challenges in involving trade unions and employers' organizations due to resistance toward the inclusion of refugees in the labor market. To further enhance the effectiveness of future projects, increasing this engagement and support is critical.
For example, participation in ILO-organized events has been predominantly from personnel based in Ankara headquarters and the İstanbul office, with limited representation at the provincial level. Additionally, resistance to refugee inclusion persists among certain segments of workers' and employers' organizations. To overcome these ongoing challenges, efforts should focus on encouraging broader involvement across all organizational levels. This will promote a more inclusive and comprehensive approach to labor market integration, ensuring that refugee inclusion is better understood and supported by all stakeholders.
