- The beneficiaries of Takaful and Karama in the country can reach 20 Millions, where the majority are illiterate. The National FORSA programme targeted 35 K for self employment and 15 K for wage employment in 8 regions. The EYE: FORSA project targeted 1000 beneficiaries for wage employment with complementing interventions and 2000 beneficiaries for self-employment , increased to 3400 beneficiaries in the last year of the project . In all development project, the target beneficiaries are set according to time frame and budget and human resources, it is not a national programme offered to the majority. The project had its methodology to target T&K Beneficiaries and embed the capacities within local NGOs for sustainability of service provision within ILO project funds or any other development Fund which is the case with the INGO “ save the Children” . WE have also developed Policy report to provide evidence base information to the policy makers on the importance of complementing the Asset transfer or microcredit programmes with Business development services (Training, mentoring, coaching…etc).

A recurrent negative result of the project was the occurrence of jealousy or disruption in the communities, as the support provided to T&K beneficiaries was also desired by non-beneficiaries just outside the scope of T&K. In particular, there were many T&K beneficiaries with less interest in EYE: FORSA (due to the risk of losing T&K benefits) while many non-beneficiaries were actually very interested but not eligible. At the same time, the larger interest in the training shows the need to continue or scale up the trainings.
Future efforts should take into consideration the negative effects of this situation on the community and consider broadening the criteria for participation, for example based on education level and income, more extensive needs assessments (are beneficiaries really interested to participate?) and not just on T&K status. Additionally, beneficiaries’ thorough needs and skills assessment need to guide the nature of supported businesses in those communities to avoid market distortions and ensure the application of the do no harm principle.
