The Programme accepts the recommendation in principle and has developed a Terms of Reference for the Steering Committee. However, operationalizing the committee has been challenging due to the Ministry of Labour and Skills (MoLS) being unable to convene meetings, including for broader frameworks like the DWCP. To address this, the Programme will explore alternative coordination mechanisms, such as rotating co-chairmanship or ILO-led facilitation, to ensure continued stakeholder engagement and strategic oversight in Phase II.

Recommendation 7: Introduce a Programme steering committee to help guide the implementation of the Programme. ILO staff and stakeholders noted that during the Programme, there was a need to establish a steering committee which would help align the interests of multiple stakeholder groups and ensure that their interests are heard, support the transparency of the decision-making process by allowing stakeholders to voice themselves and contribute to guiding Programme implementation, and would help establish and reinforce links between different stakeholder groups to strengthen a common vision of the Programme and create a sense of ownership. To best respond to these needs the Programme should include key ILO staff, consisting of the Programme manager and country director, donors, and key representatives from the social partners.
