- During the Ship to Shore Rights South-East Asia (S2SR) programme, the ILO actively promoted the ratification of International Labour Standards and supported national reforms to align national legislation with international norms. The programme published a comparative legal analysis in Cambodia (C181, C188, P29), conducted research for additional comparative analyses in Viet Nam (C188), Lao PDR (C181) and Indonesia (C181, C188), and organized a policy consultation in the Philippines to move towards ratification (C188). Notably, the programme also provided technical support for the adoption and amendment of 31 policies and laws to better align them with international standards and good practices.
The S2SR programme will continue its efforts during its new phase, providing technical support to national authorities to design, implement, and enforce stronger legal and policy frameworks on labour migration, labour protection, and sustainable fisheries.The programme will conduct reviews of draft legislation, produce comparative legal analysis, support policy advocacy and convene national consultations to enable social dialogue among tripartite plus constituents. The programme will also strengthen the institutional capacity of key stakeholders to better implement and enforce labour standards in support of a sustainable fish and seafood supply chain.

- Recommendation 1. Continue Promoting the Ratification of International Labour Standards
Continue promoting the ratification and implementation of key international labour standards, such as C.188: Work in Fishing Convention, C.181: Private Employment Agencies Convention, and C.29: Forced Labour Convention, C.87 on Freedom of Association and C.98 on the Right to Organise and Collective Bargaining to ensure that both sending and receiving countries adopt and enforce these global labour standards. This should be supported by national legal reforms, aimed at aligning national legislation including national labour laws with international norms to improve working conditions, ensure fair treatment, and to protect migrant workers' rights. In addition, continue with providing support to create or strengthen enforcement mechanisms, collaborate with social partners, and enhance training for labour inspectors to ensure compliance.
