- During the S2SR programme, progress was made towards more effective and multi-disciplinary vessel inspections. In Thailand, the programme supported increased understanding of the indicators of forced labour through delivery of labour inspection training, recognition of the need to focus on identification of violations within the inspectorate’s key performance indicators, enchanced understanding of the challenges experienced by individual labour inspectors, and improved cooperation in responding to occupational accidents on fishing vessels between Stella Maris and the PIPO Centre in Songhkla, amongst other achievements.
In Indonesia, the ILO’s technical support to the Local Manpower Office and the Local Marine Affairs and Fisheries Offices of Central Java Province resulted in the first-ever joint inspections being conducted on-board fishing vessels in the country. As stipulated in the Provincial Decree enacted for Central Java, the joint monitoring team is tasked with both socializing and promoting greater awareness of labour rights and OSH standards among vessel owners, skippers and fishers; and regular monitoring of labour conditions.
Similar local decrees are currently being developed in West Java, East Java and North Kalimamtan to enable joint monitoring processes in additional port areas. At national level, the ILO collaborated with the Ministry of Manpower and Ministry of Marine Affairs and Fisheries on the adoption of the Implementing Agreement on Fair Recruitment of Fishers and Joint Inspection of Fishing Vessels in December 2024. The agreement will serve as a platform for improving inter-agency collaboration on joint inspection of fishing vessels across Indonesia.
The S2SR programme plans to continue its efforts to strengthen labour inspection systems across South-East Asia, including conducting comparative research on labour inspection policies within ASEAN and providing support for the development of ASEAN operational tools to increase the effectiveness of labour inspections in the fishing, aquaculture and seafood processing sectors. In addition, the programme will continue to support multi-disciplinary training to improve enforcement and develop operational tools and procedures to enable a strategic compliance approach to labour inspection on board fishing vessels, including within the new target country of Malaysia.

Continue strengthening labour inspection frameworks to ensure effective oversight and protection of workers, particularly in high-risk sectors such as fishing and seafood processing. This can be achieved by fostering inter-agency cooperation, involving labour, maritime, and law enforcement authorities, and incorporating lessons learned from promising models like Thailand's PIPO system and Indonesia’s multi-stakeholder collaboration.
