- During the S2SR programme, funding and technical support was provided to 23 MRCs and 7 civil society and trade union service providers to deliver essential support services to migrant fishers and seafood processing workers. As of year 4 of the S2SR programme, these front-line service providers were able to deliver individualized and responsive assistance to 242,205 migrant workers and their family members (47% women).
In addition, the programme has produced a policy brief drawing on over a decade of experience by the ILO in supporting MRCs across the ASEAN region. It was supported by an assessment of lessons learned and good practices from 23 MRCs, incorporating the insights of partners from government, trade unions and civil society organizations. In addition, 120 migrant workers were surveyed about their experiences with MRCs in order to gain insights from the centres’ principal clientele. It is expected to be published in mid-2025.
During the new phase of the S2SR programme, the activities will continue to support the implementation of MRCs in countries of origin and destination to provide direct information and support services to migrant workers, including establishing new MRCs in Malaysia. In addition, tools will be developed to strengthen the operation of MRCs in relation to case management, referrals and training for paralegals. Finally, extensive capacity building support for MRCs will be delivered to improve their effectiveness and long-term sustainability.

- Recommendation 5. Strengthen MRCs by Providing Continuous Financial and Technical Support to ensure the provision of Services and Assistance for Migrant Workers, Focusing on Target Sectors.
To ensure the effective and sustainable operation of MRCs, it is recommended to provide ongoing financial (direct and indirect costs) and technical support to sustain and enhance their services. This will enable MRCs to deliver more comprehensive assistance to migrant workers at every stage of the migration process, from pre-departure and in-transit support to reintegration services upon return. The S2SR support should particularly focus on MRCs that are active in fishing and seafood processing sectors. In addition, it is recommended to conduct a comprehensive assessment of the existing network of 23 MRCs to evaluate their performance, alignment with project objectives, and relevance to the needs of migrant workers in key sectors.
