- Extensive support was provided to develop operational tools and support national and transnational referral of trafficking victims during the S2SR programme, particularly to ensure they are responsive to the sectoral specificities of the fishing sector. In total, 96 transnational referrals (5 women) and 661 national referrals (320 women) were supported for the protection of trafficking survivors from more than a dozen different countries.
During the new phase of the S2SR programme, IOM will strengthen the capacity of authorities to implement national referral mechanisms (NRMs) at both national and local levels. At the national level, the Thai Government will be supported to develop consular guidelines for assistance and referral of potential victims to the NRM Mechanism. At the local level, technical assistance will be provided to authorities in Tak, Chiang Rai, and Ranong provinces to implement the NRM. Additionally, meetings between government and civil society organizations in the targeted provinces will be organized to enhance collaboration among local actors in implementing the NRM. Finally, training will be provided to strengthen the capacity of civil society organisations to apply a victim-centred approach to case management for trafficking cases handled under the NRM.

Building on the progress made by the S2SR program, it is important to keep enhancing NRMs to ensure that migrant workers, particularly those who are also victims of trafficking and labour exploitation, receive timely and effective support services. The NRMs should prioritize a coordinated and multi-disciplinary approach, involving collaboration between government agencies, trade unions, and civil society organizations.
