La Oficina coincide con la importancia de establecer mecanismos periódicos de consulta con los operadores de políticas públicas, a fin de asegurar la pertinencia de las intervenciones y fortalecer la apropiación institucional. Sin embargo, actualmente la Oficina Andina de la OIT no cuenta con proyectos activos específicamente vinculados a la trata de personas. La aplicación directa de esta recomendación dependerá de futuras iniciativas en la materia y de los marcos de cooperación acordados con las contrapartes nacionales. En todo caso, en otros proyectos la Oficina promueve la coordinación continua y consultas periódicas con instituciones socias, mandantes tripartitos y actores relevantes, permitiendo ajustar las estrategias y brindar asistencia técnica dentro del alcance y recursos disponibles de cada intervención.

Periodic adaptation of actions to the needs and demands of practitioners The Partnerships Project has been permanently attentive to the demands expressed by the practitioners, who were the institutional counterparts of the project and their direct beneficiaries. In this way, the Project has been able to adapt to the needs felt by them, keeping the project’s coherence up to date and increasing the likelihood of ownership, to the extent that the practitioners felt involved. However, in this case, Partnerships had the advantage of being in a framework previously negotiated with the Peruvian government: the CPC. This fact gave great legitimacy to the Project and, in particular, allowed its executing team to establish the possibilities of being covered by the project and those that could not. In the absence of this circumstance, this type of strategy sometimes ends up distorting the Project, since there is a risk of moving away from its initial approach. It is recommended that national counterparts consider establishing periodic consultation mechanisms with public policy practitioners to continuously adjust their strategies, accompanied by technical assistance when necessary.
