- 1- Ensure the continued and active participation of constituents in the Project Advisory Board (PAB), including their engagement in project implementation oversight, strategic guidance, and decision-making processes.
2-Strengthen the involvement of constituents in project coordination and consultation platforms, including stakeholder consultation committees established under the project, to support participatory design, implementation, monitoring, and coordination of activities.
3- Deliver labour rights and fundamental principles and rights at work trainings for WBL beneficiaries and participating enterprises in collaboration with workers’ organizations and trade unions.
4- Continue engaging constituents as implementing partners, where relevant, particularly under interventions such as Work-Based Learning (WBL) and BILMER activities.
5. Ensure the active participation of constituents in information and awareness-raising sessions on labour rights, social security rights, and formalization processes, bringing together representatives of government, employers, and workers to facilitate dialogue and respond to field-level challenges and needs.

Social dialogue and tripartism are fundamental principles of the ILO and are cross-cutting elements to be implemented in all its projects and programmes. This is crucial to ensure political commitment, impact, and sustainability of interventions.
The current evaluation noted a limited engagement of constituents, specifically workers and some government agencies, particularly at the beginning of the programme. This is linked to the overall limited focus of the programme on the policy and system level.
Actions to be taken can include:
- Enhancing the role of the social partners in the design of interventions and in programme monitoring and decision-making. The Steering Committee and Advisory Board functions can enhance the voice of constituents by including regular, scheduled meetings with defined agendas and ensuring that major decisions are reviewed by these bodies before implementation.
- Consider creating national-level technical working groups, including all constituents and relevant government line ministries, to discuss specific regulatory gaps and needs related to the programme’s objectives. These groups should have clear agendas, timelines, and deliverables. Ensure ways that technical working groups can feed into higher-level, strategic directions of the government.
- Delegate responsibilities in the programme (where possible) to constituents. This can include specific tasks such as conducting training sessions, leading focus groups, or overseeing certain aspects of programme implementation. Assign specific roles and responsibilities with corresponding timelines and expected outcomes to ensure accountability and engagement.
