1- Develop and institutionalize qualitative data collection tools, including beneficiary feedback forms, regular perception and satisfaction surveys, focus group discussions (FGDs), and stakeholder consultations. 2- Introduce qualitative and outcome-oriented indicators to better assess the quality, effectiveness, and relevance of project services and Work-Based Learning (WBL) interventions. 3- Strengthen and expand centralized data collection and management systems to improve data consistency, accessibility, analysis, and evidence-based reporting across project components. 4- Conduct employment and post-support outcome surveys to assess sustainability of employment, business continuity, beneficiary experiences, and longer-term programme results.

Recommendation 3: Enhance the monitoring tools of the programme to assess the quality and qualitative outcomes of the programme. The programme indicators and monitoring focus largely on the number of participants in activities, and the number of beneficiaries of support. While this is suitable to assess the scope of the programme’s achievement, several important programme dimensions are left out. Work-based learning, for example, depends on its effectiveness on the quality of mentoring, feedback, and delegation by supervisors. These aspects of programme quality were not measured. Actions to be taken can include: - Preparing guidelines and standards for IPs and employers on what quality ISMEP comprises of, and identify procedures for IPs to measure fulfilment of the standards. - Continue to gather feedback from participants on the quality of WBL and their satisfaction with different elements of the WBL (against the standards). This can be achieved through regular surveys, focus groups, and feedback forms that allow participants to assess their experiences and suggest improvements. Some of these aspects have already been incorporated in Phase III. This trend should be strengthened and continued in Phase III and future projects. Develop qualitative indicators to capture and report data on the quality of services and ISMEP. These indicators could include measures of participant satisfaction, mentor effectiveness, and the relevance and application of skills learned.
