- As per the 2024-2025 ILO P&B and the proposed 2026-27 ILO P&B, the work on ILS (Outcome 1), as well as National Employment Policies (Outcome 3) is a strategic element of the ILO’s work, linked directly to the realization of the organization’s mandate. As such, this work will continue, and future interventions will build upon what ADWA’ has accomplished in the three countries. Consideration should also be given to extending ADWA’s successful activities to other countries in the region such as Algeria, as well as considering the outcomes of the Standard Review Mechanism (SRM) Technical Working Group.

- • Egypt – ILS: MoU with Ministry of Justice and ILO to be signed, letter of support from MOJ to support resource mobilisation for follow-up project to explore the possibility of further trainings of judges and opening of legal aid offices. Engagement with constituents should continue to further promote the ratification of international labour standards of relevance to the country (e.g. C122, C160, C155, C187 and C185), taking also into account the recent outcome of the SRMTWG. Engagement should also continue in the context of the revision of the labour code before the parliament to promote alignment of labour laws with ILS, the recent comments of the Committee of Experts and upcoming activities to align Egyptian labour laws and regulations on the recently ratified MLC, 2006.
• Egypt – NEP: finalization of NEP by the end of 2025
• Tunisia – ILS: Engagement with constituents should continue to further promote the ratification of international labour standards of relevance to the country (following the country ILS diagnostics of 2024), taking also into account the recent outcome of the SRMTWG. Follow- up to the gap analysis of C190. Engagement should also continue in the context of the recent comments of the Committee of Experts to promote alignment of labour laws with ILS.
• Morocco – NEP: resource mobilisation for implementation of National Employment and Enterprise Policy
• Morocco – ILS: starting discussions on ILS best practice exchange and capacity building. Continuous engagement with constituents on the ratification of ILS, especially with respect to the registration of nationally ratified Conventions (120, 132, 141, 143, 172) and P. 29. Follow-up on gap analyses for C175, C187 and C190. This should also take into account the recent outcome of the SRMTWG. Engagement should also continue in the context of the recent comments of the Committee of Experts to promote alignment of labour laws with ILS (e.g. MLC, 2006)

It is recommended that the ILO continues to support and enhance the promotion and implementation of ILS across the MENA region, particularly in Egypt, Morocco, and Tunisia. This support should include ongoing technical assistance, capacity building, and advocacy to align labour laws with ILS. Additionally, the ILO should continue its support to the development and implementation of National Employment Policies in these countries, ensuring that such policies are evidence-based and inclusive of all relevant stakeholders.
